New functionalities in the State Register of Public Procurement Information System for publishing procurement plans and monitoring reports

New functionalities in the State Register of Public Procurement Information System for publishing procurement plans and monitoring reports

To strengthen the transparency of the planning and monitoring of public procurement implementation and to provide a single access point for all procurement plans, the relevant regulatory framework—namely, the Regulation on the procedure for planning public procurement and the Regulation on the activity of the working group in the field of public procurement—was amended by Government Decision No. 510/2026, which entered into force on 10 September 2026.

Accordingly, contracting authorities are now required to publish their procurement plans and the related implementation monitoring reports in the State Register of Public Procurement Information System (SI RSAP).

Contracting authorities must therefore comply with the new provisions and ensure that their procurement plans and the corresponding monitoring reports for 2026 are published in SI RSAP.

To implement the new provisions, the Public Institution “Centre for Information Technologies in Finance” developed the functionalities required for publishing and managing procurement plans and monitoring reports in SI RSAP. The new functionalities enable contracting authorities to publish the relevant information directly in the system.

The user accesses the “Annual Plan” section from the system’s main menu. When the section is opened, the system displays the list of annual plans created by the contracting authority, together with the related information.

To create an annual plan, the user accesses the “Annual Plan” section and selects the “Create an Annual Plan” button. After this option is selected, the system opens the annual plan creation form.

To create a report on the monitoring of public procurement contracts, the user accesses the “Report on the Monitoring of Public Procurement Contracts” section and selects the “Create a Contract Monitoring Report” button. The system then opens the form for entering the information related to the report.

After the annual plan and the report have been saved, the system displays them in the lists of annual plans and reports, together with the related information and the “Edit” option.

Note. The “Edit” option is available only for annual plans and reports with “Draft” status. If an annual plan or report is saved using the “Save and Publish” action, it receives “Published” status and can no longer be edited.

In accordance with the amended regulatory framework, procurement plans and monitoring reports must be published on the contracting authority’s official website and in SI RSAP within the following deadlines:

  • the annual procurement plan must be approved within 10 days of the date on which the budget is approved and published within five working days of its approval;

  • where procurement procedures need to be initiated before the budget is approved, the provisional procurement plan must be published within five working days of its approval;

  • semi-annual and annual reports on the monitoring of the implementation of the annual procurement plan must be prepared by the contracting authority;

  • the revised version of the procurement plan must be published within five working days of its approval.

For further details on how to use the new functionalities, contracting authorities may consult the User Guide. Instructions for accessing these functionalities are provided in Section 10.1, “Accessing the ‘Annual Plan’ section”, and Section 10.3, “Accessing the ‘Report on the Monitoring of Public Procurement Contracts’ section”.
