More open data on public procurement in Moldova

Moldova initial Open Contracting website was developed by the Government with support from the Open Contracting team of the World Bank launched in September 2017.

Starting from November 2019 this website was updated with the support of the European Bank for Reconstruction and Development so as to collect relevant information in real-time.

The data in this portal covers government contracting processes collected from the electronic public procurement system MTender and the old SIA RSAP.

The website houses an interactive application for analyzing key contracting data as well as functionalities to perform exports in an open data format. The data is stored following Open Contracting Data Standard specifications.

The web sites are operated by a technical cooperation project set up by the European Bank for Reconstruction and Development (the “EBRD”) having its headquarters at One Exchange Square, London EC2A 2JN, United Kingdom.

These terms and conditions, Privacy statement and Disclaimer (collectively, the “Terms of Use”) apply to your use of the https://mtender.gov.md/en/visualization and https://opencontracting.eprocurement.systems/contracts/contractor web sites (collectively the "Sites"). If you do not agree to these Terms of Use, you must leave the Sites.

The EBRD may change these Terms of Use from time to time without prior notice. By continuing to access the Sites following any such change, Users accept and agree to be bound by all changes.

Nothing in these Terms of Use shall be construed as a waiver, renunciation or modification by the EBRD of any immunities, privileges and exemptions of the EBRD accorded under the Agreement Establishing the European Bank for Reconstruction and Development, international convention or any applicable law.

The failure of the EBRD to exercise or enforce any right or provision of these Terms of Use shall not constitute a waiver of such right or provision. If any provision of the Terms of Use is found by a court of competent jurisdiction to be invalid or unenforceable, the other provisions of these Terms of Use shall be unaffected and remain in full force and effect.

Unless You have an express contractual relationship with the EBRD, these Terms of Use constitute the entire agreement between the EBRD and You in respect of the Sites.


The EBRD maintains the Sites as a courtesy to those who may choose to access the Site ("Users"). The information contained on these Sites is for informative purposes only. Unless expressly stated otherwise, the findings, interpretations and conclusions expressed in the Materials in these Sites are those of the various staff members, technical cooperation consultants and advisers who prepared the work and do not necessarily represent the views of the EBRD.

The content as presented in these Sites may vary depending upon your browser functionality and limitations. The EBRD accepts no liability if you cannot view any part or component of the Sites.

The EBRD reserves the right to change or remove any material on the Sites including but not limited to revising and/or deleting features or other information without prior notice. Restrictions and terminations

Where a login and password is required, You acknowledge and agree that the EBRD may, in its sole discretion, deactivate your login name and password and in doing so, prevent your access to the Sites if You breach these Terms of Use.

User obligations

While using the Sites, You may not:

a. post or transmit any unlawful, fraudulent, libellous, defamatory, obscene, pornographic, profane, threatening, abusive, hateful, offensive, derogatory or otherwise objectionable information of any kind, including without limitation any transmissions constituting or encouraging conduct that would constitute a criminal offence, give rise to civil liability, violate any applicable law or regulation, or damage the goodwill and reputation of the EBRD;

b. post or transmit any advertisements, solicitations, chain letters, pyramid schemes, investment opportunities or commercial schemes of any kind or other unsolicited commercial communication;

c. post or transmit any software or material which contains any "virus", "trojan horse", "worm", "data bomb", "logic bomb" or any other similar component;

d. copy, modify, licence, create derivative works from, transfer, post, publish, republish, transmit, retransmit, reproduce, distribute or in any way exploit or use:

(i) Materials obtained through the Sites for commercial purposes; or
(ii) Materials, or any derivative work of such Materials, obtained through the Sites which are subject to the copyright or any other intellectual property rights of a third party.
If you wish to copy, modify, licence, transfer, post, publish, republish, transmit, retransmit, reproduce, distribute or in any way exploit or use such Materials, or any derivative work of such Materials, you must first obtain the necessary permission of the owner.

Where required, You agree to keep your login name and password of your registered account confidential and will not allow other third parties to access the Sites using your account details.

You agree not to affect, restrict, limit or inhibit any other person from using the Sites.

As a condition of use of the Sites, You agree to defend, indemnify and hold the EBRD harmless from any claims, actions, proceedings, losses, damages, liabilities, costs and expenses, including reasonable legal fees, arising in any way from your use of the Sites or any violation of these Terms of Use by You or, where applicable, by any users of your registered account.

If the User is dissatisfied with any Material on this Site or with any of its Terms of Use, the User's sole and exclusive remedy is to discontinue using the Sites.

Privacy statement

Personal information

By accessing the Sites, certain information about the User, such as Internet protocol (IP) addresses, navigation through the Sites, the software used and the time spent, along with other similar information, will be temporarily stored on the EBRD servers. These will not specifically identify the User. The information will be used internally only for web site traffic analysis.

Registration on these Sites is not mandatory, although downloading contents and/or access to specific sections of the Sites may require the User to be registered. Registration on the Sites does not involve any cost.

Sites do not collect personal information, except where it is volunteered. If the User provides unique identifying information, such as name, address and other information on forms stored on the Sites, such information will be used for statistical purposes, kept strictly confidential and will not be shared with third parties, except with explicit permission. The EBRD, however, assumes no responsibility for the security of this information.

Log files

Sites use log files. These files contain information such as Internet protocol (IP) addresses, browser type, Internet service provider (ISP), referring/exit pages, platform type, date/time stamp. This data is not linked to any personally identifiable information and is used for aggregated statistical analysis of the Sites traffic only.


A cookie is a piece of data that web sites send to a web user's web browser to understand more about that user's interests and intentions in using the site. Sites use cookies to record information about how people use the web site. Sites use several analytics platforms to compile data about the overall use of the Sites and optimise it based on what we learn about users' collective interests and habits.
