The new version of the MTender portal - increasing the transparency of electronic public procurement in the Republic of Moldova
Today, 01.06.2021, the Public Institution "Center for Information Technologies in Finance" (I.P. "CTIF"), as a technical-technological operator, launched the new version of the MTender portal (https://mtender.gov.md). The portal allows easy navigation on the one-stop shop page and complements the functional tools dedicated to users. The updated solution offers every citizen the opportunity to access the system and view any purchase made by a particular institution and on any electronic platform. Implemented in 2017, the SIA RSAP (MTender) Automated Information System “State Register of Public Procurement” project ensures the increase of the level of transparency of public procurement in the Republic of Moldova.

The updated solution offers every citizen the opportunity to access the system and view any purchase made by a particular institution and on any electronic platform. Implemented in 2017, the SIA RSAP (MTender) Automated Information System “State Register of Public Procurement” project ensures the increase of the level of transparency of public procurement in the Republic of Moldova.
The Ministry of Finance, through the technical-technological operator - Public Institution "Center for Information Technologies in Finance" (IP "CTIF"), continuously implements a transition to electronic public procurement, in order to modernize it with new procedures and functionalities to ensure transparency and more efficient use of the state budget of the Republic of Moldova.
In this sense, the launch of the new version of the MTender portal comes with a series of useful compartments, which improve the process of electronic public procurement carried out by buyers from both the public and private sectors in Moldova. The new compartments were introduced as adjusted and marked new sections, which were:
Open Data - provides access to tools for quick and convenient analysis of procurement related to a number of issues, such as: items, bidders, period, etc .;
Legislation - includes the normative acts of public procurement;
Frequently asked questions - the list of questions and answers on the use of the portal and how the entire procurement process is carried out;
Documents - compartment that offers file models in .doc format regarding the development of the electronic public procurement process;
List of prohibitions - the information prepared by the Public Procurement Agency publishes about the limited economic agents, for a period of 3 years, to participate in the electronic public procurement procedures;
Awarded contracts - the register of public procurement contracts concluded with economic agents and reported by public authorities, introduced in the portal compartment by the representatives of the Public Procurement Agency;
Terms and conditions - information on how the portal operates and how users interact with the spectrum of M-Tender services.

In the context of launching the new version of the M-Tender portal, the Director of the Public Institution "Center for Information Technologies in Finance" (IP "CTIF"), Vitalie Coceban, mentioned the need for continuous development of the solution to expand the number of procurement procedures required for digitization within the system.
"I am glad that, following the prodigious work of the I.P. "CTIF", of the efficient cooperation with the Ministry of Finance and the Public Procurement Agency, managed to update and improve the M-Tender portal, so that it responds to all the requests of economic agents and public institutions. The solution is the electronic environment where public procurement takes place in a simple and transparent way. On this occasion, I would like to thank all those involved in this stage of the project for their efforts. Currently, we are pursuing the need to extend the procedures, offering public institutions the opportunity to organize electronically and other procurement methods offered by the legislation of the Republic of Moldova.
In the second half of the year we will focus our efforts on organizing training courses for both the private sector and civil servants to increase the number of actors involved in this process. We also aim to further digitize and develop IT solutions in public finance, the purpose of which is to ensure transparency, efficiency and security in the management of internal processes within the institutions subordinated to the Ministry of Finance ”.
We remind you that the pilot project of the MTender system was launched in 2017, with the support of the European Bank for Reconstruction and Development; project based on the values of Open Government as transparency, accountability and interaction with market stakeholders.
